Motion approves final map and infrastructure agreement for next phase of Rio Del Oro development
RANCHO CORDOVA — The Rancho Cordova City Council has approved the final subdivision map for a new residential neighborhood in the city’s Rio Del Oro development area, paving the way for construction of 59 new single-family homes south of White Rock Road.
The council approved the action during its June 1 meeting, authorizing city officials to enter into a subdivision improvement agreement with Elliott Homes Communities, LLC and record the final map for Rio Del Oro Lot 67D. The approval creates 59 residential lots along with one greenbelt lot and one landscape lot within the master-planned community.
According to the staff report, the subdivision map was reviewed and determined to be in compliance with the California Subdivision Map Act and Title 22 of the Rancho Cordova Municipal Code. The project represents the next phase of development within the Rio Del Oro area, which has been gradually built out over the past several years.
“The map has been examined and checked for compliance with Title 22 of the City of Rancho Cordova Municipal Code and the California Subdivision Map Act,” Public Works Director Albert Stricker and Principal Civil Engineer Quoc Nham wrote in the staff report.
The council’s action also authorizes a subdivision improvement agreement requiring Elliott Homes Communities to construct the public infrastructure needed to serve the neighborhood, including utilities and roadway improvements. The developer has provided performance and labor bonds to guarantee completion of the required public improvements.

City staff noted that the project traces back to a larger planning effort approved by the City Council in May 2021, when officials approved the corresponding large-lot map. The property is also governed by a development agreement originally executed in 2010 and amended in 2020.
Under the subdivision improvement agreement, Elliott Homes will have up to 36 months to complete required public improvements associated with the project. The agreement includes financial guarantees totaling approximately $5.44 million to ensure completion of the infrastructure and payment of contractors and suppliers.
Roadways within the subdivision are being offered for public dedication as part of the final map process. Staff reported there were no delinquent property taxes associated with the site and that estimated taxes for the upcoming fiscal year had been secured through the Sacramento County Tax Collector.
According to the staff report, Elliott Homes has also provided bonding to guarantee construction of the public improvements required for the subdivision, while required soil studies and engineering reviews have already been completed as part of the development process.
The city reported the action will have no fiscal impact on municipal finances.
The approval marks another step in the continued buildout of the Rio Del Oro community, one of Rancho Cordova’s largest growth areas. Located south of White Rock Road and near the Highway 50 corridor, the development continues the area’s long-term transformation into a major residential district, adding new housing, infrastructure and open space as the city grows.
