FOLSOM — The Folsom City Council will consider a range of items at its upcoming meeting Tuesday, including a proposed update to City Council compensation, progress on a regional rail trail project, annual funding for landscaping and lighting districts, a bond financing proposal tied to development in Folsom Ranch and more.

The agenda also includes community proclamations, public safety presentations, development agreements and updates to municipal code provisions related to water and sewer systems.

A substantial portion of the agenda is included on the Consent Calendar, covering administrative, financial, infrastructure and policy-related actions.

Among the items is a two-part action related to City Council compensation. The council will consider adoption of Ordinance No. 1366, which amends the municipal code regarding council salaries, along with Resolution No. 11584, which would formally set the salary at the rate authorized by the ordinance.

Currently, Folsom City Council members receive $600 per month, or $7,200 annually, with the mayor receiving an additional $100 per month, bringing the mayor’s annual compensation to $8,400.

Under the proposed ordinance, councilmember compensation would increase to $1,900 per month, or $22,800 annually, with the mayor continuing to receive an additional $100 per month.

The staff report notes the adjustment reflects updated compensation thresholds tied to population, with Folsom now exceeding 92,000 residents. If approved, the total annual cost for council compensation would increase from approximately $37,200 to $115,200 for all five members, including the mayor differential, representing a net increase of about $78,000 annually.

Any change would take effect beginning with the next council term following the November election, in accordance with city charter requirements.

The Consent Calendar also includes adoption of Ordinance No. 1361 updating zoning regulations related to accessory dwelling units, along with a series of infrastructure, equipment and utility-related agreements supporting ongoing city operations.

Rail trail project moves toward final design

Transportation and trail connectivity projects are also included on the Consent Calendar, highlighted by a resolution authorizing a Program Supplement Agreement with Caltrans for the Folsom-Placerville Rail Trail project.

The project would construct approximately 1.25 miles of new Class I multi-use trail for bicyclists and pedestrians, extending from the existing Humbug-Willow Creek Trail near Creekside Drive and Oak Avenue Parkway to Iron Point Road. The alignment follows the Southern Pacific Placerville Branch corridor, generally paralleling East Bidwell Street.

The segment is part of a broader regional trail system intended to connect Folsom with communities to the east, expanding access to alternative transportation and recreational opportunities.

Funding for the project dates back to 2015, when the city secured more than $1 million in CMAQ grant funding, followed by an additional $1.7 million in Active Transportation Program funding awarded in 2023. Combined with local matching funds, total project funding exceeds $3.18 million.

Environmental clearance and preliminary design have been completed, with Caltrans approving the project under a National Environmental Policy Act categorical exclusion in January 2026. Approval of the agreement will allow the project to move into final design and continue receiving reimbursement for eligible costs.

Lighting districts and assessments up for review

In the public hearing portion of the meeting, the council will consider Resolution No. 11591 approving the Final Engineer’s Report and continuing the annual levy of assessments for 30 landscaping and lighting districts citywide for fiscal year 2026–27.

These districts fund maintenance of neighborhood infrastructure including landscaping, irrigation, lighting, sidewalks, trails, soundwalls and open space areas across communities such as American River Canyon, Broadstone, Natoma Station and Willow Creek.

Total estimated maintenance costs across all districts are approximately $2.82 million for the upcoming fiscal year. The report includes detailed budgets, service plans and assessment rolls for each district.

Financial data shows eight districts currently have negative fund balances. To maintain service levels, the city is proposing continued temporary advances from pooled funds, with repayment structured over 15 years at zero percent interest.

Several districts have also been identified for future outreach and potential assessment adjustments as long-term maintenance costs continue to rise beyond original funding structures established more than two decades ago.

Bond financing hearing tied to Folsom Ranch

The meeting will conclude with a joint public hearing between the City Council and the Folsom Ranch Financing Authority regarding issuance of special tax revenue bonds for Community Facilities District No. 23, Improvement Area No. 7.

The proposed financing would authorize up to $12 million in bonds to support infrastructure improvements serving a 74-acre development planned for 211 single-family homes near Mangini Parkway and Oak Avenue Parkway.

Bond proceeds would fund construction and reimbursement of public infrastructure including roadways, water and wastewater systems, drainage facilities, parks and open space improvements within the Folsom Plan Area.

Debt service would be funded through a special tax levied on properties within the improvement area. City analysis indicates the area’s assessed value supports the financing structure, with a value-to-lien ratio exceeding policy requirements.

The bonds would carry a final maturity no later than 2056, with interest rates not to exceed 6.5 percent. The financing structure does not impact the city’s general fund, with all costs borne by the district through the special tax mechanism.

Additional items on the agenda include amendments to development agreements in the Alder Creek West area, updates to municipal code provisions governing sewer and water systems and initial steps toward formation of Community Facilities District No. 24.
