Project will fund pavement repairs, resurfacing treatments and accessibility improvements on streets throughout the city
FOLSOM — Roadways across Folsom will see a new round of repairs and resurfacing after the Folsom City Council approved the city’s annual pavement rehabilitation project Tuesday night, advancing work designed to preserve roadway infrastructure and extend the life of city streets.
The approval authorizes construction contracts for the Fiscal Year 2025-26 Pavement Rehabilitation Project, which includes roadway resurfacing, asphalt repairs, pavement preservation treatments, concrete improvements and accessibility upgrades at locations throughout the city.
According to the staff report authored by Public Works Director Rebecca Neves, the project is part of the city’s ongoing Pavement Management Program, which is designed to maintain and improve roadway conditions through strategic maintenance and rehabilitation before streets deteriorate to the point of requiring costly reconstruction.
“The project is intended to preserve and extend the useful life of existing pavement infrastructure and maintain acceptable pavement conditions throughout the city,” Neves wrote in the report.
The project includes a combination of asphalt overlays, pavement rehabilitation, dig-out repairs, crack sealing, slurry seal treatments, pavement markings and striping improvements. Work will also include curb ramp and sidewalk modifications where needed to maintain compliance with Americans with Disabilities Act accessibility requirements.
City officials utilize pavement condition assessments to identify streets most in need of maintenance and rehabilitation. By performing preventative maintenance and resurfacing work before roads reach severe levels of deterioration, the city can significantly reduce long-term infrastructure costs while maintaining safer and smoother roadways for motorists, bicyclists and pedestrians.
According to the report, pavement preservation remains one of the city’s highest infrastructure priorities, as roadway networks represent one of Folsom’s largest public assets. The Pavement Management Program evaluates roadway conditions citywide and prioritizes projects that provide the greatest benefit and return on investment.
The approved work will be funded through a combination of local transportation funds and state transportation revenues, including funding generated through California’s Road Repair and Accountability Act of 2017, commonly known as SB 1. Those funds are specifically designated for transportation infrastructure maintenance and rehabilitation projects.
The project continues a long-running effort by the city to improve and preserve roadways throughout Folsom. In recent years, the city has completed numerous pavement rehabilitation projects on arterial roadways, collector streets and neighborhood road networks as part of its broader capital improvement strategy.
Staff noted that maintaining pavement conditions through timely rehabilitation helps avoid significantly more expensive reconstruction projects that can occur when roadway deterioration advances beyond the point where preservation treatments remain effective.
The item was approved as part of Tuesday night’s consent calendar and received no separate discussion from council members before approval.
