The Folsom City Council approved a new five-year agreement Tuesday night to continue and expand the city’s police camera and technology systems, authorizing a contract with Axon Enterprise, Inc. during its consent calendar.
The agreement renews a lease first approved in 2021 that provides the Folsom Police Department with body-worn cameras, in-car camera systems and TASER electronic control devices, along with supporting software. The updated contract will extend those services through another five-year term while adding new technology and training capabilities.
According to the staff report, the existing camera systems have been used to document interactions with victims, witnesses and members of the public, as well as arrests and critical incidents. Police officials also noted the systems serve as a tool for officer training and performance evaluation, helping supervisors review field activity and identify areas for improvement.
The renewed agreement includes additional cloud-based analytical software designed to enhance oversight of officer activity in the field. It also introduces a virtual reality training platform aimed at reinforcing de-escalation techniques and appropriate use of force, expanding the department’s training resources beyond traditional methods.
City staff indicated the contract qualifies as a sole-source purchase because Axon is the manufacturer and provider of the TASER devices currently used by the department, as well as the integrated camera systems and software platform.
Financially, the agreement carries a total cost not to exceed $1,705,343 over the five-year term, reflecting an approximate 10 percent increase from the current contract. The increase equates to about $31,000 annually, according to the report. Funding will come from the city’s General Fund and will be requested each year as part of the standard budget process, with the agreement set to begin in the 2026–27 fiscal year.
Police Chief Adam Green submitted the recommendation to renew the contract, citing the reliability of the existing system and its integration with regional partners, including the Sacramento County District Attorney’s Office.
The item was approved as part of the consent calendar, where multiple routine items are adopted in a single vote without separate discussion.
