City Council formally closes out Phase 2A improvements spanning Oak Avenue Parkway and East Bidwell Street corridors; project finished ahead of schedule

A major water infrastructure project that placed roughly 3.5 miles of new pipeline beneath portions of Folsom is officially complete, with the Folsom City Council approving the final closeout of the $18.55 million construction project Tuesday night.

The council accepted completion of the Community Facilities District No. 18 Phase 2 Water Improvements Project, known as Phase 2A, formally accepting the work performed by Mozingo Construction Inc. and authorizing the release of the remaining contract retention.

The project installed approximately 18,500 linear feet of new 24-inch water pipeline along the Oak Avenue Parkway and East Bidwell Street corridors, along with connections to existing pipelines at the city’s water treatment plant, Scholar Way and Broadstone Parkway. The work also included trail modifications, grading, paving, drainage improvements and measures to protect trees along the construction corridor.

City documents identify the project as a priority for maintaining the integrity and operation of Folsom’s water distribution system. The final action notes that the project was completed ahead of schedule and that all contract work, including additional maintenance paving on Iron Point Road, was completed satisfactorily.

The final construction cost came to $18,552,386, just $67,140 above the original construction bid of $18,485,246. That increase, however, was more than offset elsewhere in the broader project budget. Construction management and inspection services, originally budgeted at approximately $2.91 million, are projected to finish at about $1.45 million — roughly $1.46 million below that allocation.

The project was funded through Community Facilities District No. 18, which had $25.8 million in project proceeds available. In addition to construction, the overall effort included approximately $2.19 million in prior design, environmental and planning costs. After the projected final costs, approximately $3.61 million in CFD No. 18 proceeds remain.

The council’s action Tuesday also approved an additional $44,778 from the city’s Road Maintenance and Rehabilitation Fund to cover unforeseen costs associated with paving work on Iron Point Road.

That additional expense stemmed from work added to the project in 2025. As part of a necessary road closure to complete the original water project, the city incorporated maintenance paving on Iron Point Road between East Bidwell Street and Cavitt Drive. The work included grinding and overlaying the existing asphalt and replacing striping.

Once crews began the paving work, however, they encountered failures in the underlying road base that required additional repairs. Those repairs included installation of Glaspave paving mat to reinforce the roadway section, resulting in the $44,778 overage. City staff reported that sufficient money is available in the Road Maintenance and Rehabilitation Fund to cover the additional cost.

The project traces back to October 2024, when the City Council approved the construction contract with Mozingo Construction. The following month, the council approved an agreement with Dewberry Inc. for construction management and inspection services.

That oversight extended beyond routine inspection. Services included full-time on-site inspection and resident engineering, construction scheduling, review and coordination of project submittals, labor compliance, customer coordination, materials testing and owner representation. Specialized subcontractors also provided arborist services, surveying, materials testing, public communications and outreach, stormwater pollution prevention and engineering support during construction.

The project’s footprint stretched through a substantial portion of central and eastern Folsom, generally following the Oak Avenue Parkway corridor south from the Willow Creek Drive area before continuing along East Bidwell Street toward Broadstone Parkway and Iron Point Road.

According to the project’s Notice of Completion, substantial completion and acceptance of the pipeline occurred Dec. 4, 2025, while remaining improvements were completed March 10, 2026. The work occurred at various locations along the Oak Parkway Trail corridor, Oak Avenue Parkway and East Bidwell Street.

The city issued its formal letter of acceptance to Mozingo Construction on March 10. Under Folsom’s public works provisions, formal acceptance and recording of a Notice of Completion signifies that the work has been fully and satisfactorily completed and begins the city’s two-year warranty period.

Tuesday’s approval formally closes the construction phase of the project, authorizes the city’s chief financial officer/finance director to release all remaining retention owed on the contract and provides the additional $44,778 needed for the unforeseen Iron Point Road repairs. The Notice of Completion can now be recorded with the Sacramento County Recorder’s Office, marking the formal conclusion of one of Folsom’s larger recent water distribution infrastructure projects.
