New parking, expanded trail access and additional park infrastructure are on the way to Livermore Community Park after the Folsom City Council this week approved the next phase of construction to advance the long-planned site expansion.
The council unanimously adopted a resolution authorizing a construction agreement with Frontline General Engineering Construction, Inc. for the Livermore Community Park Phase V project, with a base contract amount of $1,078,379 and a total project budget of $1,347,974 when contingency and soft costs are included.
The project targets approximately 4.5 acres of remaining undeveloped parkland within the existing Livermore Community Park footprint, located near the intersection of Riley Street and McAdoo Drive.
City staff outlined that the current phase will focus on core infrastructure improvements, including construction of a 62-space parking lot, installation of concrete walkways, lighting, and completion of a Class I bike trail segment that will loop around the new parking area.
Additional elements identified in the broader master plan — including lighted multi-use sports courts and a smaller secondary parking lot — are not part of this construction phase and are expected to be considered at a later date.
According to the staff report, the improvements are designed to support continued growth in park usage while helping the city meet its long-standing goal of maintaining adequate parkland and recreational facilities relative to population levels.
The contract was awarded following a competitive bidding process that drew 12 proposals. Frontline General Engineering Construction, Inc. submitted the lowest responsive bid, coming in below the engineer’s estimate of approximately $1.22 million.
City staff noted that the overall project budget includes a 10 percent construction contingency and additional soft costs covering inspection, environmental monitoring, materials testing and staff time.
Funding for the project will come from a combination of park-related development fees, including the Park Dedication (Quimby) Fund and the Park Improvements Impact Fund. An additional appropriation of $147,974 from the impact fee fund was approved to fully fund the expanded project budget.
The Livermore Community Park Phase V project is part of the city’s adopted capital improvement plan for fiscal year 2025–26 and aligns with the Parks and Recreation Master Plan, which has guided long-term park development priorities across Folsom.
Environmental review for the project was previously completed under a mitigated negative declaration prepared for the park’s master development plan, allowing the current phase to move forward without additional environmental clearance.
Construction is expected to begin following execution of the agreement and issuance of a notice to proceed, with work anticipated to be completed within standard public works timelines once underway.
