Thirteen suspected have been arrested in a sweeping undercover operation targeting child predators online though the work of multiple law enforcement agencies across the region, the Sacramento County Sheriff’s Office headed the operation and has confirmed the arrests this week.
The sting, known as Operation SPF-13, took place over three days in July and was led by the Sacramento Valley Hi-Tech Crimes/Internet Crimes Against Children (ICAC) Task Force. The regional unit includes more than 90 investigators from 21 allied agencies and is dedicated to identifying and arresting suspects who prey on children in online spaces.
Undercover detectives posed as children 13 years old and younger on multiple social media platforms. Authorities said detectives made their ages clear during conversations, yet suspects still directed the supposed children to commit sexual acts, sent explicit material, and arranged to meet for sex.
In total, 13 suspects were arrested in Sacramento, Placer and Humboldt counties. Investigators said some suspects traveled several hours to meet who they thought were minors. One man brought more than 100 grams of methamphetamine packaged for sale, while another arrived with his 14-month-old baby, who was taken into protective custody.

Among those arrested was 36-year-old Rocky Dykes of Rancho Cordova, who allegedly sent nude images to an undercover decoy posing as a child under 14. Authorities said he attempted to flee on a bicycle before crashing and was later found with a large quantity of methamphetamine. In Oakland, 59-year-old Hans Fink drove to a park to meet who he believed was a 13-year-old. In Sacramento, 44-year-old Allan Cazun-Giron messaged with an undercover posing as a child under 13 and then showed up at a hotel intending to commit sexual acts. In Modesto, 30-year-old Amad Asim booked a hotel room for the purpose of exploiting a 13-year-old.
Other arrests included 39-year-old Ramon Paz of Olivehurst, who allegedly planned to meet a 13-year-old and brought his infant child along, 44-year-old Joseph Bailey of Rancho Cordova, who investigators said explicitly described sex acts to an undercover officer and arrived at a hotel, and 40-year-old Roland “Ed” Bain of Sacramento, who was arrested at a hotel after arranging sex with a minor. Detectives also arrested 42-year-old Santos Rodolfo Pinedaamaya of Sacramento, who allegedly solicited sex from a 13-year-old and arrived with sexual paraphernalia.

Authorities said 37-year-old Justin Leonard of Rancho Cordova, a registered sex offender, arrived with sex toys to meet a 13-year-old and later claimed he came for “pizza” and a shower. In Stockton, 52-year-old Robert Flores was arrested after chatting extensively with an undercover officer, acknowledging the child’s age, and bringing alcohol to a meeting. In Oakdale, 31-year-old Malcolm Tate allegedly offered cocaine, marijuana and alcohol to a 13-year-old and showed up with drugs and condoms. In Ukiah, 28-year-old Justin Mixon was arrested after soliciting nude images and attempting to meet a minor. The thirteenth suspect, 39-year-old Cameron Hoppas of Oakland, continued communicating even after the sting concluded and later drove more than two hours to meet a child.
The charges filed against the suspects include contacting a minor with intent to commit a sex offense, sending harmful material to a minor, arranging to meet a minor, attempted lewd acts with a child under 14, attempted production of child pornography, child endangerment, and drug-related offenses involving possession of controlled substances for sale.


Officials credited the arrests to cooperation among local, state and federal agencies. Agencies involved included the Sacramento County Sheriff’s Office, Rancho Cordova Police Department, Sacramento Police Department, Elk Grove Police Department, Folsom Police Department, Citrus Heights Police Department, Placer and San Joaquin county sheriff’s offices, district attorney’s offices in Sacramento, Placer, El Dorado and Humboldt counties, the California Highway Patrol, California Department of Justice, Sacramento County Probation, the FBI Sacramento field office, and additional regional departments.
Law enforcement leaders emphasized that the Sacramento Valley Hi-Tech Crimes Task Force and ICAC detectives will continue using proactive strategies to identify offenders, track down child sexual abuse material, and prevent exploitation. Parents and guardians are urged to closely monitor their children’s internet activity, talk openly with them about online safety, and report suspicious behavior to law enforcement.
