FOLSOM — The City of Folsom has entered into a new short-term agreement with Mid-Valley IT to manage its technology operations, following recent cost-saving measures that reduced several positions within the city’s internal IT department.

During Tuesday night’s City Council meeting, members approved a six-month contract authorizing City Manager Bryan Whitemyer to execute an agreement with Mid-Valley IT at a monthly cost of $33,900. The total cost for the six-month period will be $203,400, funded through existing resources.

The move comes after the council’s September 23 approval of Phase Two cost-saving measures, which eliminated four IT positions — including the IT Manager, Process Improvement Specialist, GIS Technician, and GIS Specialist — saving an estimated $812,443 annually. City officials noted at the time that some form of contracted IT support would be necessary to maintain continuity in technical operations.

According to the City Manager’s Office, the decision to temporarily outsource management functions is designed to ensure consistent, high-level technology support while the city prepares to issue a Request for Proposals (RFP) for a long-term IT provider.

Mid-Valley IT, which specializes in municipal government technology, is well-versed in managing sensitive public safety systems, including 911 dispatch networks and mobile computing used by first responders.

As part of the agreement, the firm will conduct a full audit of the city’s IT systems. The audit will analyze operations, resource allocation, budgeting, long-term planning, and alignment with city objectives. It will include interviews with staff across multiple departments and a review of existing technology programs at various city facilities.

The audit will also emphasize identifying strengths as well as challenges, helping to shape the city’s future technology strategy. Mid-Valley IT staff will undergo Live Scan background checks and are required to maintain strict data security protocols throughout the engagement.

In addition to the audit, the company will provide full IT management, overflow remote and on-site support, annual budgeting assistance, and five-year technology planning. It will also supply key enterprise software tools, including desktop and server monitoring, remote access, and DNS management systems.

Financially, the city reports the new arrangement represents a modest savings compared to the previous staffing model. The monthly cost of the two most senior eliminated positions alone was more than $40,000; by comparison, the new agreement’s $33,900 monthly rate is projected to save roughly $80,000 annually if extended or renewed.

City leaders expect the partnership to stabilize operations and position Folsom to modernize its technology systems more efficiently once a permanent provider is selected.
