ORANGEVALE – Assemblyman Josh Hoover has announced California Energy Consultant Service as the January 2026 Small Business of the Month for the 7th Assembly District, recognizing the longtime company for its commitment to quality service, community involvement, and energy efficiency solutions.

Founded in 1981, California Energy Consultant Service, widely known as CECS, has spent more than four decades helping homeowners improve comfort, energy efficiency, and long-term property value through a wide range of home improvement and energy-focused services. Under the leadership of owner Phil Isaacs, the company has built a strong reputation rooted in technical expertise, the use of high-quality materials, and a customer-first approach that guides every project.

CECS offers a comprehensive portfolio of services that includes window replacement, siding installation, roofing services, HVAC system design and installation, heat pump conversions, and professional energy consulting. Its work has helped homeowners reduce energy costs while enhancing the safety and performance of their homes.

In April 2021, CECS expanded its presence to Orangevale, where it continues to serve homeowners throughout the greater Sacramento region. The company is located at 9380 Orangevale Ave. in Orangevale.

Beyond its professional achievements, CECS is also known for its strong community engagement. Team members Jamie and Hailey Miller actively support the Orangevale community through ongoing volunteer work and local outreach initiatives, further reinforcing the company’s commitment to giving back.

That commitment extends to veterans as well. Through its participation in Windows for Warriors, CECS has provided critical home upgrades for local veterans, helping improve safety, comfort, and overall quality of life. Company leaders say the effort reflects a belief that community service also means honoring those who have served the nation.
