Folsom police have arrested a second suspect in connection with a residential cluster mailbox theft in the Horseshoe Glen neighborhood, following continued investigative efforts that identified the driver of a vehicle seen fleeing the area during the initial incident earlier this month.

Just before 3:30 a.m. on Friday, Feb. 6, officers with the Folsom Police Department responded to the 1900 block of Horseshoe Glen Circle after a resident reported a subject stealing mail from a community cluster mailbox. That initial response led to the arrest of one suspect near the scene, while officers continued working to identify an additional individual believed to be involved.

According to police, investigators later focused on a gray Audi sedan that was observed leaving the neighborhood at a high rate of speed while officers were canvassing the area during the early morning hours of the incident. The department’s Special Investigations Unit subsequently conducted follow-up efforts to locate the vehicle and identify its driver using multiple investigative techniques.

Detectives identified Michael Brown of Sacramento as the driver of the Audi. Police said Brown was on active state parole at the time of the mailbox theft and that GPS monitoring associated with his parole status confirmed he had been in Folsom during the timeframe of the incident.

Detectives later located Brown and responded to his current residence, where they observed the gray Audi believed to be connected to the earlier flight from the Horseshoe Glen neighborhood. Brown was contacted at the residence, and investigators conducted a search of the vehicle.

According to police, the search revealed additional stolen mail from Folsom and surrounding communities, suspected methamphetamine, narcotics paraphernalia, illegal weapons, and personal identifying information belonging to the original suspect arrested in the case, Christopher Palma.

Brown was arrested and booked into jail on multiple felony and misdemeanor charges, including conspiracy, possession of personal identifying information belonging to 10 or more people, possession of a controlled substance, possession of brass knuckles, and violation of parole.

Palma was arrested Feb. 6 near the scene of the reported theft after officers contacted him while canvassing the neighborhood. Police previously said he was on felony probation at the time and was found in possession of stolen mail, personal identifying information from multiple victims, suspected forged cluster mailbox keys, and burglary tools.

In a statement following the second arrest, the Folsom Police Department commended the coordinated efforts of patrol officers and detectives whose continued investigation led to the identification and arrest of the additional suspect.

Police also warned that mail theft remains a nationwide concern, particularly during tax season, when mailed items often contain sensitive personal and financial information. The department encouraged residents to help reduce the risk of theft by collecting mail daily, arranging for a trusted neighbor or friend to collect mail or placing a temporary delivery hold when traveling, and enrolling in USPS Informed Delivery to preview incoming mail and quickly identify missing items.
