The Sacramento County Board of Supervisors has announced plans to allocate $1 million through the TransientOccupancy Tax (TOT) Grant Program in the 2025-26 fiscal year to support nonprofit organizations. This funding initiative, which has been in place since 2017, aims to bolster community-based programs in economic and workforce development, arts and culture, community development, and health and human services.

Over the last eight years, the Board of Supervisors has utilized TOT revenue, generated from taxes on temporary lodging in unincorporated areas of the county, to fund nonprofit organizations through a competitive grant process.

Applications for the TOT Grant Program will open on January 13, 2025, and must be submitted online through the County’s TOT Grant Portal by 5 p.m. on February 14, 2025. Late or incomplete applications will not be accepted.

Interested organizations are encouraged to attend a TOT Grant Workshop on January 28, 2025, from 10 to 11:30 a.m. The workshop will provide an overview of grant program requirements, insurance standards, application details, and a Q&A session.

Following the application period, the evaluation process will begin. From February 18 to 21, 2025, County staff will review applications for eligibility and completeness. Applicants that do not meet the minimum requirements will be notified electronically and will not proceed to the next stage.

From March 3 to April 18, 2025, subject area experts will evaluate and rank eligible applications based on program criteria. On April 30, 2025, the TOT Board Review Committee will review recommendations from the subject area experts and finalize funding decisions.

Grant recipients will be formally approved during a Board of Supervisors hearing in June 2025. Applicants will be notified electronically of the hearing schedule, and all funding decisions will be communicated within five business days of approval. Once grants are awarded, County staff will draft and manage agreements with the recipients.
