Folsom City Council on Tuesday approved a key step in the continued buildout of Folsom Ranch, authorizing the final subdivision map and improvement agreement for Toll Brothers’ Phase 2C neighborhood as part of its consent calendar.
The approval completes the subdivision process for the Phase 2C portion of the Toll Brothers development, clearing the way for construction of 61 single-family residential lots within the larger Folsom Ranch community. City staff confirmed the final map is in full compliance with previously approved planning documents and conditions.
The Phase 2C subdivision is located north of White Rock Road, east of Oak Avenue Parkway and south of Mangini Parkway within the Folsom Plan Area. The neighborhood is part of the broader Phase 2 development, which includes multiple subphases that have been reviewed and approved by the City Council over the past several years.
According to the staff report prepared by the city’s Public Works Department, the subdivision creates 61 single-family high-density residential lots and represents the final remaining map required for Phase 2 entitlements. All other Phase 2 subphases had already received final map approval.
City departments reviewed the project and determined the final map substantially conforms to the previously approved vesting tentative subdivision map. Officials noted that all required conditions associated with the map have been satisfied, allowing the final phase to move forward.
As part of the approval, the city accepted offers of dedication for public infrastructure and authorized execution of a subdivision improvement agreement requiring Toll Brothers to construct roads, sidewalks, utilities, drainage facilities, street lighting and related public improvements. The estimated remaining cost to complete those improvements is approximately $1.37 million, which will be secured through required bonding and guarantees.
The project is consistent with the Folsom Plan Area Specific Plan in terms of zoning and unit count, staff said. Environmental review for the subdivision was previously completed as part of the broader Folsom Plan Area environmental analysis, and the city determined no additional environmental documentation was required for this phase.
Toll Brothers’ Phase 2C action marks another incremental milestone in the long-term development of Folsom Ranch, one of the city’s largest master-planned communities. The project continues the city’s planned expansion in the southeast area of Folsom, which includes new neighborhoods, parks, roadways and supporting infrastructure.
The consent calendar item was approved without discussion, as is typical for routine actions that are considered non-controversial and supported by staff recommendations. Folsom Ranch
