The Folsom City Council approved a resolution during Tuesday’s meeting authorizing the City Manager to amend the 2024 contract with the Sacramento Society for the Prevention of Cruelty to Animals (SSPCA) for shelter services. The agreement extends the partnership for an additional two years, through December 31, 2026.

The SSPCA, a nonprofit organization, has provided animal sheltering services to Folsom since 2015, offering care for homeless, lost, and abused pets, as well as low-cost spay and neuter services and public education. The organization’s mission is to “foster a loving and compassionate community for animals and people by providing assistance, creating lifelong relationships, and saving lives.”

The city’s Animal Services Division will continue to employ a full-time Animal Services Officer who will enforce state and local animal laws, respond to field issues, and provide public education. The officer’s responsibilities are separate from the sheltering services provided by the SSPCA.

“The City has successfully worked in partnership with the SSPCA for the City’s animal sheltering needs since July I,2015 and desires to continue that contractual partnership,” explained Folsom Police Chief Rick Hillman in the staff report for the agenda item. “The SSPCA contract is only for animal sheltering services.. The Animal Services Officer will continue to enforce state and local laws and ordinances to protect both the animal and human customers, respond to animal issues in the field, and provide public education, among other duties.”

Under the terms of the newly approved contract, the city will pay the SSPCA up to $90,590 in 2025 and $96,932 in 2026. Additionally, the city will cover the cost of any animal intakes exceeding the annual limit of 300 at a rate of $225 per animal. Funding for the agreement is included in the Fiscal Year 2024-25 General Fund Operating Budget, with sufficient resources allocated to support the continuation of services.
