The Folsom Fire Department honored five of its dedicated first responders Friday afternoon in a special promotional ceremony, recognizing their commitment, leadership, and service to the community. The event, held at the Folsom Rotary Club at Lew Howard Park, brought together active members of the department, city officials, retirees, and the families of those promoted.

Fire Chief Ken Cusano opened the ceremony by emphasizing the significance of these promotions, not just for the individuals receiving them but for the department’s continued growth.

“This morning, we honor the hard work, dedication, and leadership of five remarkable individuals who have earned their new ranks within our department,” Cusano said. “These promotions signify not only their personal achievements but also the continued growth of our organization.”

The ceremony recognized Mat Blake, promoted to Division Chief of Emergency Medical Services; Stephen Anderson and Matt McCarthy, promoted to Captain; and Tyler Smith and Scott Vasquez, promoted to Engineer.

Mayor Sarah Aquino expressed her gratitude on behalf of the city, recognizing the vital role firefighters play in Folsom.

“Taking on a new role comes with excitement and a bit of apprehension,” Aquino said. “Please know that in addition to the support of the Folsom Fire Department, you have the full backing of the entire city organization. We trust you, believe in you, and are here to support you.”

She also acknowledged the broader impact of the department, stating, “Firefighters often meet people during their most difficult moments. Yet, you treat them with kindness, dignity, and respect. For that, we are deeply grateful.”

Interim City Manager Dan Haverty, a former Folsom Fire Chief himself, addressed the new leaders, emphasizing the responsibility that comes with their new ranks.

“These roles—Engineer, Captain, and Assistant Fire Chief—carry immense responsibility,” Haverty said. “I ask you to take that responsibility seriously. Many in this room, as well as those beyond it, have placed their confidence in you.”

After the introductory remarks, the ceremony proceeded with the “pinning” of each individual being promoted on Friday, along with a presentation sharing a bit about each of them with the those in attendance as the ceremonial tradition took place. Those promoted were as follows: 

Mat Blake – Division Chief of Emergency Medical Services: Blake, a native of Davis, California, earned his bachelor’s degree from California State University, Chico in 1996. He initially worked in recruiting and account management before transitioning to the fire service. He served with Cal Fire’s Lake-Napa Unit and AMR before joining Folsom Fire in 2005. His son Cruz, daughter Olivia, and mother Linda had the honor of pinning his new badge during the ceremony.

Cusano praised Blake for stepping into a role that demands both vision and leadership.

“Mat, congratulations on stepping into a role that demands a deep understanding of what it takes to move this department forward,” Cusano said. “I have every confidence that you will excel in shaping our department’s future.”

Stephen Anderson – Captain: A Cameron Park native, Anderson served as a rifleman in the U.S. Marine Corps from 2005 to 2012, achieving the rank of sergeant. After leaving the military, he attended Palomar College, earning an associate’s degree in fire science. Anderson joined the Folsom Fire Department in 2016 and has served as a Tactical Medic Coordinator, Academy Instructor, and a member of Sacramento Taskforce-7 Urban Search and Rescue. Captains Roy Griffith and Erick Johnson pinned Anderson’s new badge during the ceremony.

“Stephen, as Captain, you will set the tone for your crews, ensuring they are prepared, trained, and ready to face any challenge,” Cusano said. “Your ability to lead with strength and compassion will make all the difference to our community and those who serve alongside you.”

Matt McCarthy – Captain: McCarthy grew up in El Dorado County and began his career with Cal Fire before working as a paramedic in Oakland for AMR. He has been with the Folsom Fire Department since 2012. In his free time, he enjoys spending time with his family and running Freedom Farms with his wife. His wife, Kristen, and sons, Connor and Callum, proudly pinned his badge during the ceremony.

“Matt, your leadership in the field is critical,” Cusano said. “You bridge the gap between leadership and operations, and your crews will look to you for guidance and mentorship every day.”

Tyler Smith – Engineer: Raised in the Sacramento area, Smith originally worked in occupational safety and health before transitioning to firefighting. He gained experience as an intern firefighter with Cosumnes and a resident firefighter at Foresthill Fire Protection District. After being hired as a firefighter/EMT at Foresthill, he completed medic school and worked in both private ambulance services and full-time fire jobs. He joined the Folsom Fire Department in 2021. Smith’s wife, Amber, and daughter, Charlie, pinned his badge as he stepped into his new role.

“Tyler, as an Engineer, you play a critical role in ensuring our apparatus is ready to respond and our crews operate safely and efficiently,” Cusano said. “Your attention to detail and dedication to the job are vital to the safety of your team and the community.”

Scott Vasquez – Engineer: Vasquez, a Lodi native, attended Lodi High School before studying criminal law and earning his EMT certification at Delta College. He began volunteering for the Amador Fire Protection District in 1996 and secured his first full-time fire job with the U.S. Forest Service in 1998. After working with multiple departments, he joined Folsom Fire in 2023. His fiancée, Allison, pinned his badge during the ceremony.

“Scott, your journey has been one of perseverance and dedication,” Cusano said. “Your expertise and leadership on the ground will be invaluable to the department moving forward.”

Fire Chief Cusano concluded the ceremony by acknowledging the importance of family and support systems.

“Behind every great firefighter is a strong support system,” he said. “This morning, we celebrate not just these five individuals but the families and loved ones who have stood by them. Your support has been, and will continue to be, the foundation of their success.”

The event closed with the five members of the department raising their hand and taking the oath, followed by much applause from colleagues, city leaders, and family members, celebrating the achievements of these five firefighters as they step into their new roles and responsibilities. Snacks and refreshments were served to close out the event.
