A pair of suspects are behind bars after Folsom police officers interrupted a shoplifting in progress at Kohl’s on Tuesday, August 12, leading to arrests tied to organized retail theft, narcotics possession, and a stolen vehicle.

According to police, officers were dispatched to the Kohl’s store for a reported theft in progress. When they arrived, they saw a man in the parking lot pushing a boxed Ninja Creami appliance through the open window of a Toyota Highlander, where two other individuals were already inside.

All three subjects were immediately detained. The male suspect initially attempted to conceal his identity by providing false information, but officers later confirmed his name and determined he was on active probation. A search of his belongings turned up methamphetamine, police said.

Because all three individuals were on probation, officers conducted a probation search of the vehicle. The Highlander was quickly discovered to be stolen. Inside, officers also located fentanyl and a second new Ninja Creami appliance, which investigators believe was also stolen.

Police identified the suspects as 44-year-old Ralph Reyes of Sacramento and 41-year-old Sal Garcia of Elk Grove.

Reyes was arrested on suspicion of organized retail theft, possession of methamphetamine, providing false identification to an officer, and multiple outstanding warrants. Garcia was arrested on suspicion of possession of a stolen vehicle and possession of fentanyl.
