A former California Highway Patrol (CHP) captain was reportedly arrested Thursday on alleged workers’ compensation fraud and theft charges following an investigation.
Matthew Stover, 51, of Folsom, a former employee of the CHP for 22 years, was taken into custody in Folsom and booked into the Sacramento County Jail. The arrest reportedly followed a multi-year investigation by the CHP’s Workers’ Compensation Fraud Investigations Unit.
According to the report, Stover reportedly filed a workers’ compensation claim on June 20, 2023, and was placed on leave by his doctor three days later. The investigation, launched after analysis by the fraud unit, indicated that Stover had been engaging in activities that contradicted the medical restrictions placed on him, leading to suspicions of fraudulent behavior.
Further inquiries revealed that Stover had also committed perjury and fraud by submitting falsified vehicle registration documents to the Department of Motor Vehicles.
Stover now faces several charges, including knowingly submitting a false insurance claim, providing false statements to obtain insurance payments, failing to disclose events affecting his benefits, and perjury. The investigation is ongoing.
