Folsom Police Commander Andrew Bates has completed one of California’s most rigorous and respected law enforcement leadership programs, graduating from the POST Command College Class 74.
The POST (Peace Officer Standards and Training) Command College is a 14-month, master’s-level course designed to prepare future leaders in law enforcement to meet the challenges of an evolving profession. The program focuses on strategic thinking, innovation, and futures forecasting, equipping participants with tools to anticipate and adapt to emerging trends.
During the program, Bates worked with national leaders and experts in fields including forecasting, economics, media relations, political science, and organizational leadership. The intensive coursework is aimed at helping command-level officers develop strategies to address complex issues facing communities and police agencies in the years ahead.
Folsom Police Chief Randy Ulibarri and the department’s command staff praised Bates for his dedication to professional growth and his commitment to serving the community at the highest level.

POST Command College is regarded as one of the most challenging law enforcement leadership programs in the state, with graduates often going on to assume top roles in policing.
