The Folsom Police Department expanded its ranks Monday, welcoming four new members during a swearing-in ceremony attended by family, friends and department personnel.

The additions include three sworn officers and one community service officer, each bringing a mix of local familiarity and outside law enforcement experience to the department.

Officer Hannah Ljubi returns to the Folsom Police Department after previously serving as a Community Service Officer.

In November 2024, Ljubi applied to advance into a sworn role and recently completed training at the Sacramento Police Academy. Department officials said her return reflects both her commitment to the agency and her familiarity with the Folsom community.

Officer Luis Lara joins Folsom from the Galt Police Department, where he served for the past two years.

During his time in Galt, Lara was assigned to patrol operations and was twice recognized with the Life Saving Award, an honor given for actions taken to preserve life during emergency situations.

Officer Matteo Paganini comes to Folsom after two years with the El Dorado County Sheriff’s Office.

While assigned to patrol duties, Paganini also held an ancillary role as an Off-Highway Vehicle and Rubicon deputy, providing enforcement and safety support in rugged and backcountry terrain.

The department also welcomed Community Service Officer Tessa Mendoza, who joins the non-sworn team that supports patrol operations and public safety services throughout the city.

Community service officers typically assist with report taking, traffic control and other duties that allow sworn officers to remain available for emergency response.

Folsom police officials said the new additions strengthen the department at a time when staffing and recruitment remain a challenge for agencies statewide, and they emphasized the value of bringing in officers with both local roots and varied professional experience.
