FOLSOM — Folsom police on Monday released details of an arrest and investigation stemming from a mail theft case that occurred last week in a residential neighborhood, according to information provided by the Folsom Police Department.
Police said an officer was on patrol around 3 a.m. on Dec. 16 when a vehicle previously associated with mail theft activity was located near a cluster mailbox in the area of Avalanche Way and Snowy Peak Court. After observing that the vehicle had expired registration, the officer conducted a traffic stop.
During the investigation, the officer observed open alcohol containers and mail that did not belong to the occupants in plain view inside the vehicle. A subsequent search uncovered additional stolen mail, skeleton keys commonly used to access community mailboxes, and drug paraphernalia, police said.
Julie Lee, 41, of Rancho Cordova, and Jenny Xiong, 42, of Yuba City, were arrested and booked into the Sacramento County Jail on charges including identity theft, possession of burglary tools, and criminal conspiracy. A third individual, Susan Vang, was cited and released due to a medical condition, according to police.
Folsom police said the arrests highlight the continued threat of mail theft in the community, particularly during the holiday season when this type of criminal activity traditionally increases as residents receive more packages and sensitive mail.
Police are urging residents to take proactive steps to protect themselves, including retrieving mail promptly after delivery and avoiding leaving packages unattended for extended periods. Officials also recommend scheduling deliveries for times when someone is home, requesting signature confirmation for valuable items, or using secure package lockers. Residents planning to travel are encouraged to place a temporary mail hold through the United States Postal Service or arrange for a trusted neighbor to collect deliveries.
Authorities emphasized that community awareness and timely reporting are essential to preventing these crimes. Residents are encouraged to contact the Folsom Police Department immediately if they observe suspicious behavior near mailboxes or individuals tampering with mail receptacles.
