A Folsom neighborhood was literally rocked on Monday when blasting at a construction site south of Highway 50 sent flying rocks and debris into nearby homes, vehicles, and a community clubhouse, causing multiple incidents of damage.
The blasting has been ongoing at a new Elliott Homes development adjacent to the community of Russell Ranch. The construction is in its early excavation stages, requiring blasting techniques that reportedly went to extremes at approximately 2 p.m. Monday.
According to the Russell Ranch Homeowners Association, the explosion sent large rocks high into the air, where they reportedly struck several homes and even crashed through the roof of the Russell Ranch Community Clubhouse.
The damage didn’t stop there; the wayward rocks and debris also caused heavy damage to several restroom stall dividers, walls and even dislodged a toilet from the floor where the large boulder finally came to rest. Residents that were out by the community pool reported debris landing around them as well.
The blasting, which has been taking place over the last two to three months, is reportedly being performed by Neil’s Controlled Blasting for Elliott Homes. The contractor is conducting an investigation into the incident and working with local homeowners through its insurance company regarding any damages and necessary repairs.

As of now, blasting at the site has been paused while the investigation is ongoing following an order to halt operations, according to a statement from the City of Folsom.
“The City of Folsom is aware of an incident involving a private development project in the Folsom Plan Area yesterday afternoon, and it is under investigation. The contractor is instructed to cease and desist until a full assessment can be made and an updated operations and safety plan is reviewed and approved. The private developer is reaching out and coordinating with the affected property owners to assess and address damages.”
Fortunately, there were no injuries reported in Monday’s incident.
