River District Citizens Advisory Committee to discuss the proposed plan at Aug. 26 meeting
The City of Folsom has released a draft of the Folsom River District Master Plan and is seeking feedback from the community. The plan, prepared by RRM Design Group in collaboration with Ascent Environmental, Inc., aims to revitalize the area along the American River, reconnecting the community with this historically significant and scenic waterway. The plan is designed to align with the city’s General Plan, which calls for “activating Folsom’s expansive waterfront for improved access, recreation, and economic development.”
The 6-mile district, located on the American River at Lake Natoma, is bound by Folsom-Auburn Road, Greenback Lane, and Folsom Boulevard. Since August 2023, a citizens advisory committee appointed by the Folsom City Council has been meeting regularly to identify opportunities that fulfill the General Plan objectives, including the protection of environmental, historical, and cultural resources within the River District. The draft plan outlines a vision for future growth, enhanced public spaces, and the preservation of these vital resources.
The draft divides the River District into three key segments: the Northern, Central, and Southern segments. Each area has been analyzed for opportunities and constraints, with design concepts proposed to enhance recreational spaces, improve pedestrian and bicycle connectivity, and potentially introduce new developments that align with the community’s values.
One of the notable feature of the plan is the emphasis on creating accessible and enjoyable public spaces, including potential new parks, pedestrian pathways, and a bridge to improve connectivity. The plan also includes an economic feasibility analysis for key sites, suggesting that the revitalization efforts could stimulate economic growth and enhance the quality of life for residents and visitors alike.The River District Citizens Advisory Committee will discuss the proposed plan at its August 26 meeting, to be held at the Folsom Community Center, RG Smith Room, 52 Natoma Street. The Planning Commission will review the plan during its August 28 meeting at 6:30 p.m. in the Council Chambers at Folsom City Hall, 50 Natoma Street, and will consider recommending approval to the City Council. The final review by the City Council is scheduled for October 22, 2024.
