FOLSOM—Folsom police arrested four men Sunday after recovering thousands of dollars in stolen merchandise during an organized retail theft incident at the Folsom Premium Outlets.On August 24, 2025, officers responded to calls at the Nike Outlet and Calvin Klein Outlet regarding a group suspected of stealing merchandise.
Witnesses told police the suspects fled in a vehicle. An officer quickly located a car matching the description and conducted a stop nearby.

Through their investigation, officers identified the four occupants as the theft suspects. Police recovered more than $3,000 worth of stolen merchandise linked to multiple outlet stores. Officers also found devices used specifically to remove security devices from the stolen merchandise.

Arrested were Joel Pena, 46, for organized retail theft and an outstanding felony warrant out of another county; Jesus Cruzcasadiego, 31, for organized retail theft; Jhonny Dominguez, 35, for organized retail theft; and John Arciniegaspatino, 53, for organized retail theft.

All four men were booked into the Sacramento County Main Jail. A judge authorized a bail enhancement for each.

Organized retail theft is a violation of California Penal Code 490.4(a)(1), which makes it illegal for two or more individuals to act together to steal merchandise with the intent to sell or return it for value.

Police noted that such crimes continue to impact local businesses and residents, stressing their commitment to investigating and holding accountable those who commit these offenses.
