Folsom Police Target Drug Distribution Networks in Regional Operation

The Folsom Police Department has released the details of a special operation that took over a dozen active drug dealers off the streets over the weekend.

According to a Monday media release, on November 1 and 2, the Folsom Police Department’s Special Investigations Unit (SIU) conducted a significant enforcement operation targeting drug distribution networks linked to fentanyl and other dangerous drugs across Sacramento, Placer, and El Dorado Counties. 

The operation, named “Operation Folsom Blues,” resulted in the arrest of 15 individuals on narcotics sales-related charges. Detectives seized over 300 grams of fentanyl, along with hundreds of pills believed to be counterfeit and laced with fentanyl. Other illicit drugs, including cocaine and methamphetamine, were also recovered, along with more than $15,000 in suspected drug-related proceeds.

The amount of fentanyl confiscated during the operation is estimated to be sufficient to potentially kill nearly 150,000 people. The Folsom Police Department has reported numerous drug-related overdoses between 2023 and 2024, leading to homicide charges against drug dealers in four cases.


The individuals arrested in this operation are Kyle Rexford from Sacramento, Khallie Coyne from Rancho Cordova, David Finichu from Roseville, Amanda Sablan from Sacramento, Jeffrey Arneson from Folsom, Justin Blair from El Dorado Hills, Alejandro Ruiz from North Highlands, Danny Moore from Sacramento, Madisyn Higgins-Husk from Sacramento, Terrence Carpenter from Citrus Heights, Taylor Lynch from Folsom, Hayden Boungnasiri from Citrus Heights, John Navarro from Cameron Park, Haley Grimmett from Sacramento, and Yamni Clarin from Rescue.

“Our SIU Detectives are committed to keeping the Folsom community safe from narcotics and the inherent dangers associated with drug sales,” a department statement said. Residents are encouraged to report illegal drug activity by submitting tips to the department’s tip line at (916) 930-1098.

The Folsom Police Department expressed gratitude to its regional partners for their collaborative efforts in ensuring community safety. Agencies involved in the operation included the Sacramento County Sheriff’s Office, Sacramento County District Attorney’s Office, Citrus Heights Police Department, El Dorado County Sheriff’s Office, Placer County Sheriff’s Office, City of Roseville Police Department, California Highway Patrol, and Homeland Security Investigations.
