The City of Folsom is moving ahead with plans to form a new maintenance assessment district for the Natoma Station neighborhood, a step aimed at sustaining the landscaping, lighting, irrigation, and small parks that help define the area’s character.

The existing Natoma Station Lighting and Landscape District is funded through annual property assessments, which have not kept pace with rising maintenance costs in recent years. As a result, service levels have been affected, prompting the City to work with residents on long-term solutions to preserve the neighborhood’s appearance and quality of life.

At its June 24 meeting, the Folsom City Council voted unanimously to initiate the Proposition 218 process for creating a new district that would consolidate with the original Natoma Station District. The action also included authorizing the City’s engineer of record, NBS Government Finance Group, to prepare an Engineer’s Report detailing the scope of improvements, projected costs, and proposed assessment methodology.

To prevent further decline in service while the process moves forward, the Council voted to maintain the district’s funding at current fiscal year 2024–25 levels until property owners vote on whether to approve higher assessments.

The Proposition 218 process will unfold in several phases. The first step—adopting a resolution to initiate proceedings and authorize preparation of the Engineer’s Report—was completed on June 24. In September or October, the Council is expected to consider approving the preliminary report, declaring its intent to form the new district, and authorizing the mailing of ballots to affected property owners. A public hearing will follow at least 45 days later, at which time the Council will count submitted ballots and may vote to adopt the final report and confirm new assessments.

Folsom Parks and Recreation staff will provide a public update during the August 12 City Council meeting, which begins at 6:30 p.m. in the Council Chambers at City Hall, 50 Natoma Street. The meeting will also be available to watch online at www.folsom.ca.us/CouncilLiveStream.
