The Folsom Police Department has released information on an incident involving the arrest of two organized crime suspects that required a temporary halt to light rail service on Thursday during their apprehension.

According to a report shared by the Folsom Police Department, on Wednesday, the department’s Problem Oriented Policing (POP) unit was working to proactively address theft crimes at the Folsom Premium Outlets when they were notified of an Organized Retail Theft in progress at a shoe store on the property.

Upon being notified of the crime while they were on site, officers spotted the two suspects as they were running from the scene, carrying bags of stolen merchandise enroute to a waiting vehicle. The suspects were ordered to stop, but they dropped the bags of shoes and ran away, according to Folsom Police. A third suspect waiting in what officers believe was the getaway car then sped off, ignoring an officer’s order to stop.

The two suspects who ran from the scene engaged officers in a short foot pursuit and were contacted near light rail tracks.  One of the suspects attempted to leave the area walking on the tracks before they were located by a neighboring jurisdiction that assisted with the incident.

According to Police records, Anthony Cottle, 30 and Laquisha Ellington, 26, both of Sacramento, were arrested and booked into the Sacramento County Jail on organized retail theft and evading police charges.  Jail records indicate both suspects were released from jail custody on Thursday.
