Folsom City Council will convene for its final meeting of February this coming Tuesday, Feb. 25, with a fairly busy agenda to address that includes much discussion on future roundabouts in the city as well as an affordable housing project. The meeting will also feature a presentation on regional transportation planning, policy discussions regarding council travel and financial assessments for the city’s landscaping and lighting districts, and the approval of a lease agreement for a Public Works facility.

One focus of the evening will be a presentation on the roundabout feasibility study, which outlines new planning and design standards to implement a “Roundabout First” policy for Folsom’s intersections. This policy, which was included in the city’s updated General Plan in 2024, aims to prioritize roundabouts as a primary traffic control measure to improve road safety and efficiency. City staff, along with consultants, will present the study’s findings and recommendations to the council, with a resolution under consideration to formally adopt the new standards.

The meeting will also include a public hearing on the issuance of up to $25 million in tax-exempt bonds to finance the Harrington Grove Apartments, a fully affordable housing development planned for 791 Harrington Way. The 52-unit complex will provide housing for low-, very-low-, and extremely-low-income households. The funding would be issued through the California Municipal Finance Authority to support the acquisition, construction, and equipping of the project.

Other scheduled agenda items include a presentation from the Sacramento Area Council of Governments (SACOG) on its “2025 Blueprint Project,” which provides a region-wide analysis of transportation and land use planning efforts. The council will also consider adopting a new travel policy that sets formal guidelines for council members’ official travel expenses, including per diem rates and funding allocation rules. Additionally, the council will review and direct the preparation of an engineer’s report detailing financial assessments for 30 landscaping and lighting districts throughout the city for the upcoming fiscal year.

City leaders will also take time to honor local athletic excellence. The Folsom Lake College Women’s Soccer Team will be commended for securing back-to-back California Community College Athletic Association (3C2A) State Championships in 2023 and 2024, marking a historic milestone as the first Northern California college to achieve this feat since 1996. The team’s 2023 championship was the first-ever 3C2A state title in the program’s history, and in 2024, they repeated the accomplishment with a dominant season record of 21 wins, one loss, and two draws, ultimately claiming victory at American River College in Sacramento. Their success not only highlights their outstanding performance on the field but also brings pride and recognition to the Folsom community.

In addition, the Folsom Jr. Bulldogs youth football and cheer program will receive a Resolution of Commendation for earning the 2024 Excellence in Academics and Athletics Award. The Jr. Bulldogs organization, known for fostering both athletic skill and academic discipline, demonstrated its commitment to student-athlete success by maintaining a team-wide grade point average of 3.0 or higher throughout the football and cheer season. This recognition underscores the program’s dedication to developing well-rounded young athletes who excel in both sports and academics.
