FOLSOM—What began as a stolen E-bike at Folsom High School this week quickly turned into a lesson in teamwork and technology in police work, ending with two arrests and a student’s property safely returned.

On Wednesday, a student reported that their locked E-bike had been stolen from the school’s bike rack. The suspects had cut through the lock, but what they didn’t realize was that the bike was equipped with a tracking device. That technology immediately set a recovery effort in motion.

From there, multiple agencies and departments came together. School officials, School Resource Officers, detectives, patrol units, and even an outside agency air unit coordinated in real time to track the stolen bike. Their quick communication and joint efforts led to a safe recovery of the property and the arrest of two suspects.

Those arrested were identified as David Simmer, 36, booked on a charge of possession of stolen property, and Charles Rohr, 31, booked on charges of grand theft and a Prop. 36–related violation under Penal Code 666.1. Both men were taken to the Sacramento County Main Jail.

The Folsom Police Department said the case was a clear example of agencies working together on behalf of the community. “This case demonstrates our relentless commitment to safeguarding the community and holding those engaged in criminal activity accountable—together,” the department stated.
