The Folsom Police Department has released details on an arrest this week in which two Stockton residents were arrested after being in possession of more than 500 pieces of suspected stolen mail from Folsom and El Dorado Hills addresses.

According to the department report, on Tuesday, March 5, at approximately 2:15 p.m., Folsom Police Officers with the Problem Oriented Policing (POP) unit were conducting a patrol of the Palladio shopping center when one of the officers noticed a female patron acting suspiciously as she entered Nordstrom Rack.

As the officer approached the parking lot aisle that they had seen her come from, they noticed a male in a nearby vehicle begin to act suspiciously. The officer contacted other nearby officers to make contact with the female suspect in the store while they approached the male suspect, the report notes.

When the officer spoke to the male suspect, the suspect provided a false name and stated he was from the Stockton area. The officer noticed a package in plain view inside the vehicle that did not appear to belong to him as it looked like it was postmarked and had a Folsom delivery address.

Suspecting the package may be stolen, the officer detained the male suspect, Rubin Carrillo, 42, of Stockton. The officers inside Nordstrom Rack were alerted by employees that the female suspect was seen stealing clothing items from the store. The officers located and detained Mariah Marshall, 28, of Stockton.

Due to Marshall’s parole status, a thorough search of the vehicle was conducted, and a large garbage bag was located in the trunk of the vehicle. The bag contained more than 500 pieces of mail from the Folsom and El Dorado Hills area. The Folsom Police Department has referred the mail theft to the US Postal Inspectors who will complete the investigation.

Rubin Carrillo was arrested for providing false identification to a police officer and receiving stolen property. Marshall was arrested for outstanding warrants and possession of stolen property. Both were booked at Sacramento County Jail. Sacramento County Jail records showed Marshall was in custody on Thursday without the eligibility for bail. Jail data showed no custody record for Carrillo.

“The Folsom Police Department reminds residents that the best defense against mail theft is to pick up your mail daily. If you plan to leave town for several days, consider stopping your mail delivery with the United States Postal Service or asking a trusted neighbor or friend to collect your mail for you,” said the department in a public service message. “If you see suspicious activity near a mailbox, please contact us at 916-355-7231.”
